Law enforcement agencies often lump together all sorts of personnel under the title of crime scene investigator, but for the purposes of this article a crime scene investigator is a sworn peace officer with expertise in collecting and analyzing evidence gathered from crime scenes. An evidence technician is someone who gathers and processes crime scene evidence but is not necessarily a peace officer and is not involved in other aspects of investigating crimes.
The basic rule of criminal investigation requires that evidenced never be touched, altered, or moved before being photographed. The CSI team records the crime scene according to specific photography and videography procedures. Specialists such as fingerprint examiners, blood evidence technicians, and footprint technicians may gather fragile trace evidence. A sketch team further documents and measures the location of the physical evidence. Standard search methods ensure the successful collection of all crime scene evidence. The collection team secures, marks, and tags the evidence and initiates the chain of custody forms.
Crime scene investigation and forensic science have been enhanced with the development of new technologies. Numerous databases now exist to compare evidence from scenes with known persons and weapons. The CODIS databases, compare balistic evidence from scenes to known weapons. AFIS databases compare fingerprints from scenes to known persons.
The Crime Scene Investigation Division is responsible for providing 24-hour coverage for crime scene response and responds to major crime scenes to assist with the investigation. Although any crime may have a crime scene, not all crime scenes are investigated by the crime scene investigation division nor merit a complex crime scene investigation. Other deputies of the Cabarrus County Sheriff’s Office are trained and equipped to perform simple crime scene task such as photographs, latent print processing and collection of evidence such as in the case of a simple breaking and entering. These deputies along with the Detective Division ultimately decide if a crime scene investigator is needed to process a crime scene.
During a Crime Scene Investigation, when there is some potential biological evidence, it needs to be collected for analysis. Before this, documentation of every item is done. While collecting the item, a mark should be made at that particular point. The notes for this should be made correctly and clearly for future reference. In these notes, the details that are included are whether or not alternate light source was made of for locating the stain, the exact location of the stain, size of the stain and the location of the substrate control sample.
Fingerprints are considered to be an infallible means of identification. No two fingerprints are exactly alike. However, since fingerprints are extremely valuable, they are also an extremely fragile pieces of evidence. In crime scene evidence recovery, it is essential that fingerprints be located, processed, and recovered first.
The goal of using DNA to help solve a crime begins at the crime scene. A thorough review of potential evidence types and proper collection of that evidence are critical to the downstream success of obtaining a DNA profile. Profiling also plays an important role in determining whether a crime scene is staged. Staging means changing the appearance of the scene so that it looks like the murder took place in a different manner and for a different reason. A classic example: the husband who kills his wife in a fit of anger, then empties drawers and closets, knocks over furniture, and breaks a door lock or window to make it appear as though a burglar committed the crime. When investigators discover that the wife was severely bludgeoned and stabbed 20 times, the light of suspicion falls on the husband. A burglar wouldn’t engage in such overkill, preferring instead to kill and run. Overkill usually is personal, with anger as the common underlying drive.
One of the most import things to obtain for crime scene evidence is to get a video or screen shot of the crime scene. An many crimes are performed at night.
