In the wake of recent events, many states are considering law enforcement body camera policies. EPIC opposes the use of “police cams” and warned Congress that body cameras could “become the next surveillance technology disproportionately aimed at the most marginalized members of society.
As police forces increasingly use body cameras to film potentially problematic encounters with the public, the California Legislature has worked in the past year to establish standards for law enforcement body camera policies. Because police officers may be wearing body cameras – small devices, worn like a police radio on an officer’s shirtfront – in hospitals or health care facilities, their use raises questions about patient privacy. The body cameras would also provide transparency, thus increasing the accountability of the officers. Since the video recordings is for everyone to see, then police officers would have greater chances of doing their duties and responsibilities to the best of their abilities.
Yet police officers should view body cameras as one of the ways to regain some of Americans’ lost confidence in law enforcement. Body camera footage showing police misconduct can go viral, but some lesser-known police body camera footage provides examples of police officers behaving admirably in difficult and life-threatening situations. Police officers can and should make sure to highlight this kind of footage.

It remains to be seen what long term effects the widespread use of police body cameras will have on the state of American policing. But whatever the effects, 2015 will almost certainly be remembered as the year body cameras became an established and prominent feature of the much needed discussions on law enforcement accountability and transparency.
The survey did show that a majority (54 percent) of respondents believe that body cameras will reduce the number of unwarranted complaints against officers. This isn’t surprising. Body camera footage has already proven useful in dismissing unwarranted complaints. For instance, body camera footage showed that a woman suspected of drunk driving had lied when she accused an Albuquerque, New Mexico police officer of sexual assault.
Law enforcement agencies have seen reductions in use-of-force incidents by as much as 70% with the use of body cameras. Body-worn cameras could revolutionize policing in America. The cameras, experts say, will hold both police and citizens more accountable for their actions. A recent report by the Department of Justice cites a study, conducted with California’s Rialto Police Department, showing that when officers wore body cameras, there was a 60 percent drop in use of force by police officers and an 88 percent drop in citizen complaints.
South Carolina has become the first state to require law enforcement agencies to deploy body cameras. However, the law exempts police body camera footage from public records law, which appears contrary to the stated goal of promoting police accountability.
